Payment Method Restrictions for NIB (New In Box)

Currently, customers selling "New" (sealed) devices can select any available payment method. NIB devices carry a significantly higher risk of fraudulent origin or empty-box scams.

To mitigate financial risk, we need the ability to limit payout options specifically for items marked in "New" condition.

Introduce a conditional logic layer in the checkout/payout flow that filters available payment methods based on the Product Condition attribute.
