Admin-controlled user permissions for Bulk Quote Slider and Price Override

Hi team,

This has been a recurring request from several Bulk Quote users.

We’re looking to introduce the following enhancements to Bulk Quote:

1. Admin-controlled user permissions for the Bulk Quote slider (for example: restrict specific users from moving the slider / lock the slider bar for specific users).

2. Admin-defined percentage thresholds for the slider (for example, limiting a user to no more than a 25% slider adjustment).

3. Admin-controlled permissions for price overrides when creating a Bulk Quote.

The goal is to give admins the ability to control which users can adjust the slider, set limits on how much they can adjust it, and determine who can override quote prices during offer creation.
